Foundation stone of Soochna Bhawan laid
CM emphasizes on quality services
ITANAGAR, Mar 29: Chief Minister Nabam Tuki today laid the foundation stone for construction of IPR office as “Soochna Bhawan” at Papu Nallah, Naharlagun.
Addressing the occasion, the Chief Minister emphasized on quality of services and stressed on the need to have collective effort towards upgrading the department to a major one with better works and assignments.
Speaking on the significance of the departments of IPR & P as the main machinery of the government in terms of dissemination of information and publicity of various government policies and programmes, Tuki called for having close coordination and liaisoning with various departments to speed up the dissemination of information, better news services to meet up the need of the hour. He further opined for having separate liaisoning wings in each department with a nodal officer for better coordination with the press for smooth functioning of the government, besides avoiding any communication gap.
Giving a brief outline of the department since its inception during NEFA days, Tuki stated that the construction of a permanent office building had always been in the agenda but could not be materialized due to technical and other financial reasons, adding that Arunachal Pradesh must have been the only state without a Soochna Bhawan.

Earlier, in her welcome address, Secretary IPR and Printing Indira Mallo Jain while outlining the activities of the department said that, the IPR department has been functioning as a linkage of the people and the government. Highlighting on the problems the department is facing, she sought financial support from government to accomplish the need. Mallo also informed that a proposal has been made for creation of Sub Divisional Information & Public Relations Officers (SDIPRO) at all independent ADC Hqs for strengthening the IPR services in the districts.
Executive Engineer, Naharlagun PWD Division, R Techi informed that the project starting from April 2 next would be completed within September 2013.
Director IPR Leki Phuntso said that the long felt need of the department has been fulfilled with the laying of foundation stone of the Soochna Bhawan. He exuded hope that with its completion the department would be able to provide better services to meet up the need of the time.

On his key note address, Dr K C Kapoor said that birth rate and death rate are the two determinants of population of any state, country and the world as a whole. Highlighting the growth of population of India since 1901, he said today every 1/6 person of the world is Indian. Dr Kapoor further said India witnessed 43 child births per minute. India has also witnessed decline in female sex ratio. 940 females per 1000 males at present are lower than 972 females per 1000 males recorded in 1972 census, he pointed out.

Disclosing the female sex ratio of North Eastern region, Dr Kapoor informed that the female sex ratio is still in better position than other parts of the country which record 920 females per 1000 males in Arunachal Pradesh, 954 in Assam and 986 in Meghalaya. But Pondicherry and Kerala are in a better position in terms of equal growth of sex ratio.

Sonam calls for close coordination
ITANAGAR, Mar 29: Arunachal Pradesh Building and Others Constructions Workers Welfare Board (APBOCWB) Chairman Jalley Sonam called for the close coordination among the workers of the entire nation. He was addressing at Chhattisgarh Metal Workers Meet organized by Chhattisgarh Indian National Trade Union Congress (INTUC) at Champa, Chhattisgarh on March 27. Sonam further urged the workers to stand united and help each other irrespective of their caste, creed and religion.
Around 2000 metal and industries workers attended the meet. Among others Sudhershan Rao Sarde, Director South Asia Region International Metal Workers Federation, RD Tripathi, president of Madhya Pradesh branch INTUC and Sanjay Kumar Singh, president INTUC Chattisgarh were present on the occasion. While visiting the Prakash Steel Industry in Chhattisgarh which believes to be one of the biggest industries in Asia, he exuded his confidence that Chief Minister Nabam Tuki will transform Arunachal Pradesh into industrial hub in days to come.

Attending a joint coordination meeting of agriculture and allied departments with planning department here today, Sena advised the officers of the line departments to do a massive exercise in the 12th five year plan for the development agri and allied sector as both the state and central governments have given top priority on this sector for the benefit of farming community..
He informed that the central government has indicated incremental increase of 25% in budget allocation for the agri and allied sectors. He, however, cautioned that the allied departments should be very clear and thorough about the programmes to be proposed and implemented.

Tingkhatra stresses on tea plantation for self-
YUPIA, Mar 29: Water Resources Development Minister Newlai Tingkhatra advised the people of Ross Panchayat to take up tea and rubber cultivation as self employment venture.
Addressing a public meeting today, Tingkhatra said that there was enough scope for large scale rubber and tea cultivation as the area is best suited for such cultivation. He also suggested the villagers and unemployed youths to take up agriculture and horticulture activities for self reliant.
While highlighting the various development initiative of the state government, the minister suggested the villagers to avail the various beneficiary schemes of his department.

NSU demands review of security arrangement in Tirap
ITANAGAR, Mar 29: The Nocte Students Union (NSU) has expressed serious concern over deteriorating law and order situation in Deomali town. Referring to the recent alleged Human Right violation against two engineers in Deomali, NSU called on state government to ensure protection of Human Rights and review the security scenario in Tirap.
In a release NSU said poor security scenario of Tirap is deeply affecting the lives of ordinary citizens. “Insurgency and security forces together have made life miserable for us. Even though people are living in pitiable condition, state government is not showing any concern at all,” said NSU president Hinwang Lowang. Further he added, “In the state capital where even capsizing of a tanker hits the front page and brings a good sum of security forces to halt further chaos, on the other hand, people of Tirap live in sheer fear and let it subside unaided.”

Two die in a bizarre incident

ITANAGAR, Mar 29: In a bizarre incident two persons were stabbed to death at Ramda under Thrizino circle in West Kameng bordering East Kameng on Tuesday night. According to Rupa police station the deceased persons were identified as Kanti Gyodii (29) and Achum Puriok (35). Police said the incident occurred after heated argument exchanged between two deceased persons, in which former stabbed the latter to death. Incidentally, Gyodii of Yaasing village under Bana circle in East Kameng was also allegedly killed in retaliation. A person was arrested in this connection and remanded to Bomdila police custody. The body of Kanti Gyodii was handed over to his brother Kumar Gyodii. However the body of Achum Puriok still remains at Rupa police station, police informed.

ITANAGAR, Mar 29: Idu Mishmi Cultural and Literary Society welcomed the passage of the Venkateshwara Open University Bill 2012 and the Arunachal University of Studies Bill 2012 by the Nabam Tuki government.
Since the Venkateshwara Open University is to be established by the private sector, it is a step towards attracting private sector investments in the state.
Our state needs more investments in higher education sector, particularly in engineering, medical and management. If Sikkim Manipal University can attract students from mainland india to northeastern state of Sikkim, the same can be emulated in Arunachal Pradesh by establishing quality professional institutes, the society said.
The promise of 25 percent reservations and free education for the BPL student is also a welcome step.
The establishment of higher educational institutes within the state can be a boon for most of our Arunachalee students, who cannot afford higher study outside, it added.

Govt has done something good
Dear Editor,
The passage of University Bill in the recently concluded Assembly session delighted us. The CM and other legislators did a good job indeed. For the first time Arunachal Govt has decided to do something good in the education sector. As we know that education is the foundation of a person's life. So, the very first step to ensure a developed Arunachal Pradesh should be to impart good education to the younger generation. Also, the reservation proposal is very commendable. Hope, this system will be followed in NIT and NERIST also.
I would like to request our leaders that instead of naming these institutions again after Gandhi family, they should be named after any of the great men of our state. For example, the name of proposed Indira Gandhi Technological and Medical Science University may be renamed after any of our local heroes or should be given a local name.
While these Bills are really appreciable, still this year also all the students including me will be sufferer, as there hasn’t been any discussions about the present stipend/scholarship rate of our state. We are not receiving the assured and enhanced stipend till date. Also, the stipend is given at the end of the session. If the amount was given in the beginning of academic session, at least we could buy some books or stationeries. So, I do request our student bodies to pay heed to the matter and help our students.
